The United Nations Environment Programme's Regional Office for Europe had been struggling for several years to get sufficient resources to write a booklet on its activities in Europe and the Russian Federation. Since this work is often very institutional and complex in this context, it had to be understood in its transversal dimensions, synthesized to make it short yet complete and then translated in plain English ("mother-in-law English") and presented in a nice layout. A communication agency was able to do the second part (at a significant price) but had very limited resources since most communication was done at headquarters.
Firstly, a survey was made across the various activities of the Office and a symbolic layout was developed, which was later praised as "smashingly beautiful" at Headquarters in Nairobi.
